Bagyong Helen leaves 7 dead and 2 missing, seven people were killed in Northern Luzon after tropical storm Helen (international code name: Kai-Tak).
The Office of Civil Defense in Ilocos Region said four people died in Ilocos Norte, La Union, and Pangasinan, mostly from drowning.
One-year-old Princess Jamon from Paoay, Ilocos Norte drowned in a flooded rice field after she was allegedly left unattended by her mother while fixing a meal. Jamon was rushed to the Marcos Memorial Hospital but died during treatment.
In La Union, Sabino Macasinag died of electrocution while trying to lift a fallen electric post in Naguilian town.
The OCD in Region 1 identified the two other fatalities as Armando Borbon from Pangasinan and Andrew Batara from Ilocos Norte.
Philippine Army spokesman Maj. Harold Cabunoc meanwhile reported that two people died from a landslide that hit Baguio City amid heavy rains. Jonaphe Pandosen, 50 years old and Ekmer Domines, 42 years old, died after a landslide hit Barangay Kias Extension in Baguio City. In Apayao, Fernando Dingayan died after being hit by a fallen tree branch.
The National Disaster Risk Reduction and Management Council (NDRRMC) said two fishermen were reported missing in Camarines Norte after going out to sea last Monday amid the state weather bureau's gale warning against big waves. The missing fishermen were identified as Rodolfo Tayas and Winifredo Tojon.
A total of 19,923 families or 86,741 persons were affected by rains and floods in Ilocos Region, Central Luzon, and Cordillera region. More than 10,000 persons were evacuated.
In Pangasinan and La Union, 22 villages remain submerged in floodwaters. Knee- to waist-deep floods were being experienced in several areas in Calasiao, Alaminos City, San Fabian, Agno, and Sta. Barbara in Pangasinan. Flooding is still reported but is already subsiding in La Union, particularly in San Fernando City, Bacnotan, Bauang, and Luna.
