PAGASA Weather News and Update as of November 20, 2012. The Intertropical Convergence Zone (ITCZ) affecting Visayas and Mindanao. Northeast monsoon affecting Northern Luzon. 

The Province of South Cotabato and the Regions of Eastern Visayas, Davao and Zamboanga Peninsula will be cloudy with occasional moderate to heavy rainshowers and thunderstorms which may trigger flashfloods and landslides. Palawan, Bicol Region and the rest of Visayas and Mindanao will have occasional light to moderate rainshowers or thunderstorms. The Regions of Cagayan Valley and the Provinces of Aurora and Quezon will experience cloudy skies with light rains. Metro Manila and the rest of Luzon will be partly cloudy with isolated brief rainshowers or thunderstorms mostly in the afternoon or evening. 

Moderate to strong winds blowing from the northeast will prevail over Luzon and Eastern Visayas and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the northeast and east with slight to moderate seas.
