PAGASA Weather News and Updates as of 4:00 AM today, the Shallow Low Pressure Area (SLPA) was estimated based on satellite and surface data at 280 km East of Infanta, Quezon (14.6°N ,124.6°E). 
Metro Manila will experience occasional light to moderate rains and thunderstorms. Moderate winds blowing from the West to Southwest will prevail and Manila Bay will be moderate. 

Palawan, Visayas and Mindanao will experience cloudy skies with occasional moderate to heavy rains and thunderstorms. The rest of Southern Luzon will experience occasional light to moderate rains and thunderstorms. Northern and Central Luzon will have partly cloudy skies with brief rainshowers or thunderstorms mostly in the afternoon or evening. 

Moderate to strong winds blowing from the Northeast to Northwest will prevail over Northern and Central Luzon and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the West to Southwest with slight to moderate seas.
