PAGASA Weather News and Updates as of 16 September 2012 Moderate to strong southwesterly windflow prevailing over Southern Luzon and Visayas. Strong to gale force wind is expected to affect the Northern seaboard of Northern Luzon. Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves.

Atmospheric circulation in the tropical Pacific continued to be near-normal in July 2012, although a persistent warming in the tropical Pacific Ocean trending towards an El Niño condition have been observed since June. Warmer sea surface temperature strengthened in the central and eastern equatorial Pacific ocean, a typical development stage of an El Niño.
